Uttarakhand Launches Digital Census 2027 with Online Self-Enumeration
The state of Uttarakhand in India has launched Census 2027 with an innovative digital approach, marking a significant modernization effort within the country's census operations. The initiative was officially inaugurated with Governor Lt Gen (retd) Gurmit Singh and Chief Minister Pushkar Singh Dhami participating in the ceremonial digital registration of their own census data, setting an example for the broader population.

This represents the first instance under India's Digital India campaign where citizens can voluntarily enter their census information online before field enumerators conduct traditional door-to-door visits. The self-enumeration phase commenced on April 10 and will continue through April 24, providing residents with a convenient option to complete their census obligations from home. Following this period, official enumerators will conduct household visits from April 25 to May 24 to verify information and collect data from those who did not participate in online registration.

The digital initiative reflects India's broader commitment to leveraging technology for governance and administrative efficiency. By allowing citizens to pre-enter their details, the census process becomes less burdensome for both residents and the approximately 30,000 enumerators and supervisors deployed across the state. Citizens who complete the online portion receive a unique Self-Enumeration (SE) ID, which serves as a reference number for any subsequent interactions with census authorities.

The census questionnaire comprises 33 items covering various demographic and socioeconomic indicators essential for policy formulation and resource allocation. State officials have emphasized that accurate data collection is crucial for understanding the population's needs and ensuring that government schemes and benefits reach their intended beneficiaries. Governor Singh highlighted the census as a foundational tool for development planning, while Chief Minister Dhami underscored its importance for evidence-based policymaking.

The state has mobilized significant resources to ensure comprehensive participation, including support from state mascots 'Pragati' and 'Vikas' to promote citizen engagement. This digital census initiative demonstrates how traditional administrative processes can be modernized to improve efficiency, reduce administrative burden, and enhance data quality. The success of Census 2027 in Uttarakhand may serve as a model for other states considering similar digital transformations of their census operations.
